Policy

Probably should read as "Policy Attempts" instead.

Analysis

I've done some occasional analyses of changes in versions of climate bills (see the scripts used to generate it over on the programming page). These are mostly rapid response analyses that highlight changes between versions for those working on climate issues. Links to the various analyses are below. NOTE: These are all big web pages (1-3 MB) that will take time to load

American Power Act

Note that this was done with a new set of programs due to the American Power Act's differences with S.1733. It looks different though it attempts to provide the same information.

LED Traffic Signals

In the Spring of 2007, I co-authored a piece on LED traffic signals along with Kyle Atwell and Paul Burow. The piece was published in the Roosevelt Institution's 25 Ideas to Solve the Energy Crisis.

Notes: I still think this policy holds up. A stronger prescription of action at the state or local level would have helped, but LEDs remain a sound idea (or a bright one)

Congestion Charging

I ended up writing a policy on congestion charging for vehicles where I was initially only supposed to co-author. The policy suggestion is very light because it can be a dangerous prescription equity-wise. This can be a good idea if done in the right place, but otherwise emissions and traffic protection are best left to other mechanisms

Notes: I'm not sure if this idea still holds up as well as the LED proposal, but I think that for the experience and understanding of the issue, it was probably a good starting point. Last I had checked, New York attempted and failed to implement this scheme, and San Francisco was looking into it.
